The head of corrections says inmates have the power?

Concerns Over Canadian Prisons
Josh Pringle Monday, April 4, 2005

Canada’s Correctional Officers say drugs are entering prisons in all sorts of ingenious ways.
Speaking to the Canadian Professional Police Association in Ottawa, the head of the union representing officers said Correctional Service Canada is doing little to crack down or control drugs in prisons.

Sylvain Martel says tennis balls and arrows concealing drugs are being shot over prison exercise walls.

Martel also told Canada’s front-line cops that the inmates now have the powers inside prisons.
